02 / CAPTURE CONSULTING
Capture consulting that turns opportunities into decisions.
A visible opportunity is not yet a sound pursuit. 1p9 helps government contractors decide whether to compete, establish a credible position and organize the work before a deadline takes over. Principal-led capture support connects customer priorities, competitive evidence and delivery commitments to a deliberate investment decision.
Start before the response
Early capture asks whether there is a credible path to a worthwhile outcome: who owns the need, what may be bought, how the competition could unfold and why your team belongs in it. Proposal response turns that position into an evaluated submission against stated requirements. Starting capture early gives the team time to challenge assumptions and develop evidence. When a solicitation is already live, the first task is to identify which decisions remain open and what can realistically be resolved.
Build a position you can support
Qualification considers fit, timing, funding signals, likely effort and the commercial case. Customer and competitor evidence distinguishes known facts from working assumptions. Solution development and win themes connect the customer’s desired outcome to credible advantages and proof. Teaming discussions align capabilities, scope, workshare and delivery dependencies before they become proposal contradictions. Bid/no-bid gates make the decision explicit, including the reasons to stop, narrow the effort or seek more evidence. Partner alignment is commercial coordination, not legal advice.
A capture plan that drives action
Outputs can include a focused capture plan, decision log, evidence gaps and accountable pursuit actions. The plan explains the position, the proof needed and the work still to be done. The decision log records choices and their rationale so a team does not repeatedly reopen settled questions. Pursuit reviews check whether new evidence changes the recommendation. A useful plan makes resource choices visible; it does not substitute activity or a large pipeline value for a qualified opportunity.
How we work
We agree scope, deliverables, timetable and fee around the pursuit and its decision points. FOCUS WINS links the business priority to the customer, solution, people and numbers. Work proceeds through evidence review, assumption testing and clear recommendations. Open questions remain visible, with owners and milestones for resolving them. Capture support can stand alone or connect to a defined proposal engagement; the responsibilities for each are agreed rather than assumed.

Before you pursue
Select a question to collapse or expand its answer.
Begin when there is a credible opportunity hypothesis and a meaningful decision to make. Earlier work creates room to build evidence; it does not justify pursuing every signal.
Yes. A defined review can examine fit, evidence, competitive position, effort and downside, then record the recommendation and unresolved questions. Leadership retains the final investment decision.
Only when expressly scoped. Capture prepares the pursuit position; proposal leadership coordinates the response. They can connect through an agreed handoff without treating them as interchangeable services.
