03 / PROPOSAL CONSULTING
Proposal leadership that brings the response together.
A proposal is a coordinated business commitment, not simply a writing assignment. 1p9 provides principal-led proposal consulting and management for government bids, bringing requirements, solution narratives, people, experience evidence and commercial assumptions into a coherent response. The work is scoped to the solicitation and the team’s actual needs.
From capture position to response
Capture preparation develops the pursuit position: customer priorities, competitive choices, partners and reasons to bid. Proposal execution translates that preparation into a compliant, evaluable submission. When those inputs are incomplete, we identify the unresolved decisions and assign owners rather than disguising gaps with polished language. Support may focus on a specific volume or coordinate the broader response. The division of responsibility is agreed before work begins, including who approves commitments and who authorizes submission.
Make every contribution fit
Technical and management volumes need a common solution logic. A compliance matrix and annotated outline turn instructions and evaluation criteria into an organized work plan. A production schedule establishes inputs, reviews and dependencies. Contributor coordination keeps subject-matter expertise connected to the response. Staffing and experience traceability link claims to qualifications, commitments and supporting records. Pricing assumptions coordination checks that narrative commitments, labor assumptions and the commercial response describe compatible work; final pricing authority stays with the agreed decision owners.
From working draft to readiness
Practical outputs can include the compliance matrix, annotated outline, production schedule, coordinated volume drafts and review-disposition record. Reviews should produce decisions, not an accumulating pile of comments. Disposition records show what changed, what remains open and who must resolve it. Final submission readiness considers completeness, consistency, required evidence, approvals and the mechanics of the submission. Readiness is a deliberate check against the requirement; it is not a prediction of the customer’s award decision.
How we work
We start with the solicitation, amendments, available capture material and contributor capacity. Scope, deliverables, timetable and fee are agreed for that situation—there is no universal fixed turnaround. FOCUS WINS keeps the response tied to the business priority, customer outcome, delivery team and numbers. Unresolved issues stay visible through the review process. A proposal engagement can follow capture work, but the preparation and execution phases remain distinct, with clear handoffs and responsibilities.
Relevant experience
Daniel Whalen’s prior executive and consulting work includes integrated proposal development and a multi-volume federal services submission spanning technical, management, personnel, experience and pricing. The submission example is not an award claim. These examples describe the principal’s prior work, not P9 Systems LLC corporate past performance.
Before the response

A defined volume, review or coordination role can be scoped. The right boundary depends on the requirement, existing team and available inputs, with responsibility for adjacent work made explicit.
Start with the solicitation, deadline, current response status and support needed. We then assess requirements, evidence gaps and contributor dependencies before agreeing a realistic scope and timetable.
No. The engagement supports a coherent, compliant response and informed submission decision. Evaluation and award remain with the customer, and submission is distinct from contract performance.
